Freedom of Speech or Cyberbullying?

Freedom of Speech or Cyberbullying?

Cyber bullying is a form of teen violence that can do lasting harm to young people. Bullying statistics show that cyber bullying is a serious problem among teens. The First Amendment of the United States Constitution protects the right to freedom of religion and freedom of expression from government interference. Freedom of expression consists of the rights to freedom of speech, press, assembly and to petition the government for a redress of grievances, and the implied rights of association and belief.

Sometimes people abuse their freedom of speech and use that right to abuse others. Where do you draw the line between freedom of speech and prevention of online bullying? Should the Internet be a place of totally free speech and expression or should governments pass laws and school districts adopt policies providing consequences for cyber bullying; if so under what circumstances?
